Where did the idea of small government originate?

Hey all, I’m just wondering where the idea of small government, or even no government originated. I was watching Ben Shapiro on Joe Rogan and he seemed to intimate that it came from the founding of the U.S. but that seems kinda of far fetched considering the massive government that the constitution created. Was it just certain founders who were in favor of it or did the idea originate at some other time?
