Do bans and prohibitions work?

Over the course of American history,there have been many bans and prohibitions in general,such as the prohibition of alcohol in the 1920s and early 1930s. So,my question is,do bans and prohibitions work? The reason I’m asking this question is because there is a ballot measure in California that,if more people vote no,will result in flavored tobacco products being banned in the state.
