Hey, I’m workshopping an idea for a state constitutional amendment, what would you say to minimum pardon requirement to a state constitution? Please rip apart my idea.
I’m concerned with the amount of people who are denied voting rights and employment opportunities. Pardons are at an all time low, and the only way to effectively force a governor to do something is amend the state constitution. My thought is to require the governor to pardon at least 1% to 3% (Super small percent) of released felons who have been out of prison at least 5 years every year. That will increase the number of pardons by an order of magnitude but also give people a new chance at life, I’m assuming mostly for lifestyle crimes (drugs, prostitution, or minor theft) for PR reasons. It also changes the locus of power, instead of felons petitioning it will be up the governor to seek them out. Please rip this apart, so I can refine this.
