We need to expand the Emergency Services.

Police/Sheriff Departments– They fight crime.

Mental Health Service– They should deal with mentally ill persons who are having an episode, not the police. They know how to deal with that situation better.

Civil Infractions Department– They should deal with strictly traffic law and other code violations. No power to arrest just hand the ticket, and take note of the plate number of building number. If a license plate come up with a warrent they can call for the police.

Fire Department– Deal with fire obviously.

EMT– Deal with Healthcare obviously

Animal control– Deal with Animals.
